Points to Make
Positive economic picture (5% growth in 1992 and the same predicted for this year). Hong Kong's success hinges on its economy. But we also need to create the right political environment.
Our position on discussing 1995 electoral arrangements with China has not changed. We have said from the outset that we want to talk, and have done everything possible to get talks underway. The Governor delayed publication of legislation four times to create best possible climate but could not delay the process indefinitely. We remain ready for constructive discussions at any time. Publishing the legislation makes no difference to that.
Useful if you can take opportunities with Chinese to let them know that it is a matter of concern to all China's partners in the region if business confidence is undermined and the confidence of Hong Kong in the "one country, two systems" policy is shaken.
