I attach a copy of an editorial which appeared on 25 June in the Straits Times, Singapore's leading newspaper.

The article speaks for itself and, it can safely be assumed, reflects government thinking (it also encapsulates views held by many others here). It is the Straits Times' most outspoken piece since the Governor announced his proposals last October. The editor of the paper, Leslie Fong, is due to interview the Secretary of State when he comes here on 5/6 July.
