Constitutional Development: Japan
Mr Tarui, Director of the China Division in the
Japanese MFA, called on me on 28 January.
2.
Mc Barnes-James
pu but support
He said that Japan "very well understood" Mr Patten's policies and thought his visit to Japan and his meetings with Japanese leaders had gone well. The MFA was consistently making two points to the Chinese:
Japan wanted to see continued prosperity and peace in
Hong Kong;
China should be less emotional and should engage in
discussions with us.
Recently the Foreign Minister, Mr Watanabe, had repeated these points to the President of People's Daily, adding to the first that Japan also wished to see a measure of democracy in
Hong Kong.
3.
Helpful. I thanked him and said these were exactly
the right points.
