1. The Political Adviser's Office have asked if the Secretary of State could raise the case of the Hong Kong businessman Chong Kwee Sung with Qian Qichen. They hope that if they were forewarned about this Qian might be inclined to intervene personally in order to have an easy "concession" to give. We have not submitted to the Secretary of State on the content of his discussions with Qian, and Peking have pointed out that it will look a little odd to raise Chong if we do not raise the human rights cases on the Prime Minister's list. These are headed by another Hong Kong resident Ng Kai-Kwong. For space reasons the brief prepared by FED on human rights for Qian contains only two tirets; one calling for a general amnesty for political prisoners, the other calling for Chinese signature of the two International Covenants.

Unless you disagree, we intend to include a brief reference to Chong in the briefing for Qian. However there is no guarantee that the Secretary of State will raise it. Nevertheless to gain maximum advantage from this we believe that there would be benefit in your telling Ambassador Ma that following the lack of response to Mr Goodlad's taking the matter up, the Secretary of State may raise it with Qian Qichen. I attach a draft speaking note. I am copying this minute to Nigel Cox in Peking and John Ashton in Hong Kong, so that if they have any comments on this proposed course off action they can comment deskby 2701002.
