1. Please refer to my letter of 10 September to John Ashton.

I have now discussed this with the Ambassador. He does not think that this could be the only business to be transacted with Qian Qichen other than discussion of the Hong Kong electoral talks; that would look very odd. We do not know how you and FED envisage the meeting going in practice, ie whether much time will be available to discuss other Hong Kong and bilateral issues we are inclined to doubt that there will.

One possibility would be (if we had tipped the Chinese off in good time beforehand) for the Secretary of State to raise the case very briefly during his private word with Qian. (On the lines of "I really do hope you can use your influence in getting the case of Chong Kwee Sung settled quickly.") But even in a private meeting, it ought not to be the only non-electoral issue which we raise.
