Concerns re: Vietnamese Boat people in Hong Kong
1. Conditions in detention centres, in 1989 these were bad see ISHR report (enc). Parts of my report are out of date especially the references to the use of island camps. Some improvements in conditions have been made but recent report see Guardian article (enc) shows still very bad conditions for people who have committed no crime and who have been jailed without trial for prolonged period. The Whitehead Detention Centre is the worlds largest prison camp. The condtions described by the Guardian are perfectly believeable to me.

1. Murder rates
2. Crimes reported
3.
Number and times, dates etc of escapes
4. Incidence of rape, child sex abuses etc.
5. Estimated numbers of drug users, incidences of drug abuse etc. 6. Statistics on abortion, forced or unexplained administration of epidermal contraceptions.
7. Mental breakdowns, work of psychiatrists, suicide rate.
Any statistics given by the HK authorities are likely to be highly glossed, but I would like to have them, and they will paint a very grim picture.
2. Screening system, see my report for the basic problems and the enclosed example cases, as well. We are sure that many people are being forced back unfairly. The problem is that tthere are too many who should qualify as Vietnam is so repressive, and some elements of this repression are ignored by the HK people e.g the family report cards recording the political activities of ancestors.
