Otherwise there is a greater danger that publication will be interpreted as part of a plot, hatched with the Governor in London, to put China under increased pressure in the context of the Hong Kong talks.

All of this leaves us with a very narrow window, namely the beginning of the week of 28 June. We have provisionally pencilled in Tuesday 29 June for the PQ and the press conference.
