Nothing in the file on this case suggests that this approach will be more productive than our previous efforts with the Chinese. But we must keep trying. I also wonder whether there are any other buttons we might press. There may for example be non-governmental channels which we, or Mr. Chong's family could explore, though to stand a chance of success, any intermediary would probably have to be well connected in Zhengzhou itself. Suggestions would be welcome.
