I telephoned Chong's daughter on 26 June and informed her of our latest approach to NCNA on her father's case. She was grateful for our efforts. She said on her forthcoming

visit to Zheng Zhou she would, as we suggested, request access

to her father. She would also visit Peking and appeal to the Ministry of Public Security for concrete information about the legal position of her father. She would let me know what

happened on her return to Hong Kong.

In fact Chong's daughter has also sought help through other non-governmental channels. Earlier this year (just before the 8th National People's Congress) at our suggestion, she wrote to a few NPC Hong Kong delegates and requested them

to raise her father's case with the relevant Chinese

authorities.

The reason for such approaches was that the NCNA had explained to us the possible position of her father under the Chinese law - that he could be held beyond the legal limit with authorisation from the NPC. Chong's daughter told me that one of the NPC delegates (Cheng Yiu-tong) was quite

concerned at her father's case. In fact, Cheng had formally
