A request from Hong Kong to consider raising our lobbying on the case of prisoner Chong Kwee Sung to Ministerial level.

Hong Kong telno 1133 reports that the Chinese are still

refusing to provide any information - despite repeated requests both on official channels and from his family

the case of Chong Kwee Sung, who has been held without trial

since 1991. Despite allegations that he is being held on suspicion of fraud, the evidence suggests that this is a case

of extra-judicial kidnapping by the Zhengzhou Public Security

Bureau (who at one point told Chong's family that their father would be released with no questions asked on payment of US$400,000.

Hong Kong have asked the Embassy in Peking to pursue this case with the Hong Kong and Macau Affairs Office, but if that

fails to produce results they suggest that it might be raised
