In that telegram, Wang Guisheng, Deputy Director
of HKMAO, MFA, was reported to have said that officers from the Zhengzhou PSB had applied in June for visas to visit Hong Kong but that visas had not been given. I have
checked with Juliette Hannah who advised that the Embassy
had not received any such applications. Ronald Fok of Hong Kong Interpol advised me that Wang's remarks probably referred to the RHKPF's refusal in June to issue a formal
invitation letter to the Zhengzhou PSB for their purpose. Fok said a local PSB would have difficulty in getting permission of the Ministry of Public Security to come without a letter of invitation from the RHKPF.
