In conformity with the above-mentioned decision by the Working Group I wish to transmit to your Government cases of alleged arbitrary detention which were reported to have occurred in the British Colony of Hong-Kong, a brief summary of which is attached to this letter.
In this connection your Government's attention is drawn to the international instruments which are of direct relevance to the subject of the Working Group's mandate, and in particular, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the Body of Principles for the Protection of All Persons under Any Form of Detention or Imprisonment (copy of the latter attached).
The Working Group would appreciate receiving any information which your Government may wish to provide, including its views and comments on the cases referred to in the annex to this letter, and information on the
The scope and progress of any investigation conducted in this regard. Working Group would be grateful if such information could be sent to the Working Group on Arbitrary Detention (c/o Centre for Human Rights, Palais des Nations, 1211 Geneva 10, Switzerland) at your earliest convenience, and in any event not later than 90 days from the date of transmittal of the present letter, so as to facilitate its task of investigating these
cases.
