My journey from Colonial administrator in Aden to senior FCO

official in Hong Kong has been long and circuitous. Lessons

learned along the way have been painful, to me personally, to

my wife and to the Britain we love; but the shame of that betrayal of our Imperial responsibilities in 1967 is erased

when we see the prospect of Britain achieving its finest

success in Hong Kong.

The implications for Britain's interests in the greatest

market in the world are substantial: The Minister for Trade' s

strategy offers a high probability of success. Large British

investments are being considered.

We have so much to learn from business. Commercial relations

with China are forging ahead and in Hong Kong Britain has a

priceless asset that is likely to grow more valuable after 1997. And as Hong Kong overtakes us in per capita income the

United Kingdom could learn a lot from them too.
