TERMS OF SERVICE OF GOVERNORS AND ADMINISTRATORS OF THE DEPENDENT TERRITORIES
I promised in my minute of 28 June to let you have further thoughts on the salaries and allowances of Governors and Administrators of Dependent Territories and in particular as to how we might where possible bring them into line with comparable DS pay scales.

My understanding is that we have agreed in principle inside the FCO that we should pay and tax Officers administering the Government (OAGs) and that the DT Governments should reimburse the local salary equivalent. There will continue to be exceptions to this rule e.g. Bermuda, Gibraltar and, in the short-term Hong Kong, but this should not prevent us from providing Terms of Service to OAGS that are as far as possible analogous to DS terms.
3. I suggest that our next step should be to formally consult Governors and Administrators and ask them to seek the views of their Governments on how the local salaries and allowances should be paid or reimbursed. This may well present problems. The former Governor of the Turks and Caicos Islands has already told us that he believes the Government of the Territory will regard an FCO paid Governor as being just another UK Civil Servant; whereas if part of his salary is paid direct by them, he will at least be perceived as being a member of their Civil Service of which he is the head. On the other hand, the British Virgin Islands Government, who have become used to having an FCO paid Governor and have not been asked to reimburse his local salary, may refuse to do so.
4. One way round this problem might be to devise a system which would allow a Governor's local salary to be held in a local account and used on approved projects in the Territory, or in support of expenditure incurred by the Governor's office. We would need to avoid turning this fund into an enhanced Heads of Mission gifts scheme but the aim would be to allow the territorial contribution to be spent locally rather than seeking repayment to us.

Presumably it should go from one of the Personnel
Departments, perhaps PSD? But this can be decided once we have agreed the next move.

(OAGS) OF THE DEPENDENT TERRITORIES
1. We were very grateful to you for the replies you sent to Mark Herdman's letter of 12 February, asking you to provide details of the salary and allowances paid to you by your territorial government. This has enabled us to obtain a much clearer picture of the current situation in all our DTS and to begin to work out how we might rationalise payments to OAGS in future, particularly where DS officers are concerned.
2. As a start, we believe it would be reasonable to place all OAGS on Terms of Service as analogous to DS terms as possible. To this end, with the exception of Bermuda, Gibraltar and Hong Kong, we propose to pay the salaries and allowances of newly appointed Governors and Administrators from FCO funds and ask the territorial government to reimburse those local payments which they would otherwise have made to the OAG.
