1. I attach copies of correspondence which we have received from Hong Kong seeking our comments on a proposal that the Governor should make a declaration of interest in the Executive Council.
2. I would be grateful to have your advice as soon as possible on whether the Governors of other DTS have made similar declarations and whether such a move by the Governor of Hong Kong would have implications for other Governors. am also consulting our Legal Counsellor on the legal implications of this proposal.
