Recommendation

2. I recommend that we do not object to the Governor making a Declaration of Interest, but draw his attention to points made by our Legal Counsellor and WIAD.

Background and Argument

There has been some interest in Hong Kong, mainly generated by the press, that the Governor should make a Declaration of

Interest in ExCo in the same manner as other members. Members

of ExCo are required to register their interest in a prescribed confidential form. Although the Governor is the President

rather than a member of ExCo, he would have no objection to

completing the same form. He has asked whether Ministers and Legal Advisers have any views before he does so.
