IISS CONFERENCE IN HONG KONG

2. We have made some enquiries with the IISS.

In the

Segal is out of

the country until 29 March but we will speak to him then.

March meantime, we have spoken to Jim Hoare who is on secondment to

IISS. He told us that as far as he knew, the Chinese had not yet

responded to the invitation. It was not clear whether this was

deliberate or simply slow Chinese bureaucracy. The Chinese

Embassy in London/are aware of the event. Hoare told us that he

had been present at a meeting between Segal and a member of the

Defence Attache's office who had rebuked Segal for his comments

in print about a possible break-up of China, but had not said

anything about the conference, other than to ask how it was
