IISS CONFERENCE IN HONG KONG

In your teleletter to me of 8 April you asked if THE proposed IISS /Taiwanese Conference on the security dimensions of Chinese regionalism would be going ahead in Hong Kong in June as planned.

IISS.

We have now had a chance to talk to Gerald Segal of the He has confirmed that planning is going ahead. Not surprisingly, the Chinese have not responded to the invitation from the IISS to send participants. But the IISS are expecting quite a good line up of academics from the US, Japan and Australia. Segal has told us that he is making plans to visit China both before and after the Hong Kong Conference. He has so far encountered no difficulties: nor have the Chinese made any further reference to their displeasure about his article in the' International Herald Tribune.

Despite this we share your view that the location and subject matter of the Conference ARE distinctly unhelpful. The IISS have invited Basil Eastwood, the Director of Research, and Rod Wye to take part. We have decided that it would be preferable if they did not (not) do so. We entirely understand your intention of advising the Governor and HKD officials that they should not be involved in any way.
