IISS CONFERENCE IN HONG KONG
1. Thank you for your minute of 30 April about your conversation with Dr Segal on the forthcoming IISS conference in Hong Kong.
2. It was news to me that Mr Barrass of the Assessments Staff might be attending the conference. Clearly his attendance would be out of line with the position which we have decided HMG and the Hong Kong Government should adopt.
3. I was not able to discuss this with Mr Barrass until he returned to the office this morning. He told me to my relief that he had already decided independently that it would be unwise to attend the conference. He has already told the IISS. He is lunching with Dr Segal later this week, and will ensure that there is no misunderstanding on this point.
