Thank you for your letter of April 6 to the Governor about the proposed IISS conference. that it has taken a little while to respond.
As you say, the discussions that you propose to hold on Chinese regionalism cover a number of sensitive topics and you are right in thinking that no official participation in the meeting is planned. For the same reason, I hope you will understand that the Governor will not be able to meet yourself and your Taiwanese co-sponsor at Government House.
