On 2 November 1990, the British side informed the Chinese JRojan Peking upr. 194 side of the intention that Hong Kong should enter into agreements

with a number of other jurisdictions with whom it is necessary to

increase cooperation in the investigation of drug trafficking and

the confiscation of the proceeds of drug trafficking.

The Chinese side have previously been informed of the

intention that Hong Kong should enter into similar bilateral

agreements with the Governments of Canada (3 August 1990), the

United States of America (31 October 1990), and Australia

(12 April 1991).

3. The British side now intend that Hong Kong should enter into

a bilateral agreement with the Government of Malaysia to provide

for mutual assistance in the investigation of drug trafficking

and the confiscation of the proceeds of drug trafficking.

4. The agreement will be for a period of three years initially,

extendable annually thereafter by mutual consent. It is not

intended that the agreement should continue beyond 1997.

It is the intention that such time-limited agreements should

in due course be subsumed within the broader mutual legal

assistance arrangements on which consultation with the Chinese

side began at JLG XVI.
