7.2 The above posts will be filled by police or Customs officers by agreement between the Director General, NCIS and the CIO. Both parties have bids with the Home Office and Board of Customs and Excise respectively to finance posts in the future although in the current climate, the release of funds has not been

guaranteed.

8. LONG TERM STRATEGY

8.1 Within the last year, the Director General and the CIO commissioned a report on the subject of a single reporting base for the UK DLO Network. The report has now been completed and options are under consideration.

9. PERFORMANCE/ACTIVITY INDICATORS

9.1 Over the last year NCIS has looked at the introduction of meaningful performance indicators to take effect from the 1st April 1993 and a number of possibilities were explored. It has been decided to introduce a system of activity and performance measurement which will provide accurate management information and enable senior managers to assess the value of posts. It was recognised that counting the number of intelligence reports produced by DLOS was not necessarily a measure of the quality of the intelligence obtained. The system that has been introduced with effect from April 1993 is based on the division of the work performed by DLOS into five main activities, viz:-

to

(i) time spent on the proactive gathering of UK related drugs intelligence from the various sources within the host country;

(ii) work undertaken on behalf of UK operational teams further existing operations. This would include the arranging surveillance by host country law enforcement officers as well as controlled deliveries as well as any other 'live' operational enquiry;

of

(iii) time spent on the gathering of

the gathering of strategic intelligence including local trends, methods etc and the writing of related reports;

(iv) time spent assisting host country and intelligence passed relating to host country; and

(v) time spent providing advice to HMA within the Embassy or any other FCO related activity.

Seizures, arrests and organisations destroyed resulting from the activities at (i), (ii) and (iv) will also be tabulated and the
