trolled deliveries. The Moroccans are now actively seeking international co-operation and welcome European countries posting DLOS there, which a number of EC countries have already taken up. We consider that this may be an opportune time to seek formal agreement from the Moroccan authorities in preparation for a trial DLO posting to Rabat.
4. THE AMERICAS AND THE CARIBBEAN
4.1 During the past year DLOs in South America have supplied intelligence leading to significant seizures in the United Kingdom and elsewhere. Of particular note was the seizure of in excess of one tonne of cocaine in Russia which was on route from Colombia to Belgium as well as the two well publicised seizures in the UK. We remain satisfied that all existing posts in the region should be retained.
4.2 There is still a strong case for representation in Buenos Aires and this post will be filled as soon as funding is available.
5. ASIA
5.1 China has developed in the last few years as a major transit route for heroin from the Golden Triangle to Hong Kong. Figures produced last year confirm that China seized more heroin than any other country in the world. It is our belief that consideration should be given in the medium term to a DLO post in Hong Kong although there are still difficulties in penetrating Chinese controlled drug trafficking organisations at enforcement levels.
5.2 The second post in Karachi is shortly to be filled and regional manager for Pakistan is also imminent. The productivity and success of the DLOS in Pakistan remains high.
6. MIDDLE EAST

6.1 The Middle East is increasing in significance in the international drugs smuggling arena as a result of the constant flow of heroin and morphine base from Afghanistan and Pakistan to Syria and Lebanon and the more traditional rout through Iran.

.2 Cocaine or cocaine base is arriving in Lebanon ncreasing amounts for refining and redistribution to the Middle ast and Europe. There are large Lebanese communities in South merica and some Lebanese traffickers have the ability to broker ocaine shipments direct from South America to Europe or hited States.

3 We regard Lebanon as a serious threat to the United kingdom d Europe and consider that in view of the potential security oblems, that a post should be trialed prior to a decision on permanent position.
