Thank you for your minute of 3 June on the possibility of a Drugs Liaison Officer's post in Hong Kong.

2. We believe that the possible posting of a DLO to Hong Kong, presumably located in the British trade Commission, in the medium term is a good idea. There are no immediate points that need to be made at the meeting, other than the fact that we will need to consult the Chinese, for without their full cooperation it is unlikely that the DLO would be particularly effective. We do not envisage this to be a sticking point as both China and Hong Kong are committed to combating drug trafficking, though it is very difficult in the present climate of negotiations to predict how long consultations with the Chinese would take. There is no reason why the DLO should not be established in Hong Kong in the meantime.

I think the next step (providing the steering group agrees to a DLO for Hong Kong), is to ask the Hong Kong Government, British Trade Commission and Peking for their views and for Peking to sound out the Chinese on this subject.
