I have the honor to refer to the Agreement between the
United States and Hong Kong concerning the Confiscation and
Forfeiture of the Proceeds and Instrumentalities of Drug
Trafficking signed at Hong Kong on November 23, 1990, and
entered into force on January 18, 1991 (the "Agreement").
Article IX of the Agreement states that it shall remain in
force for three years from the date of entry into force, and
thereafter for further successive periods of one year provided
that both parties have agreed in writing no less than six
months before the end of the initial period.
I have the honor to propose, on behalf of the Government
of the United States of America, that the Agreement be
extended pursuant to Article IX for a one-year period, from
January 18, 1994 to January 18, 1995. If the Government of
