US INTEREST IN THE HONG KONG/MALAYSIA EXTRADITION TREATY

NTCD asked me to reply to the Hong Kong aspects of your letter to Jim Martin of 28 December. I have consulted Hong Kong and enclose their reply. I agree with them that since the treaty is still only initialled and is awaiting a response from the Chinese (which in the current climate is not likely to be forthcoming for several months at least), it would not be appropriate to pass the text to the Americans at this stage. However I hope that the very full explanations from Hong Kong on the relevant parts of the treaty are helpful.
