Hong Kong, within jurisdiction, some PRC businessmen tend to business in the same fashion, and this is expected to become more evident as freedom of movement and operation grows. The need to investigate

the public will expect a strong and positive ICAC reaction to further allegations of malpractice. Those allegations, based on past election statistics, are predicted to increase in number. 1988, of 131 corruption reports received 104 were investigated. In 1991, the next election year, of 250 reports received 230 were investigated.

The ICAC maintains a three-pronged approach to counter corruption through vigorous
