PREVENTION OF CORRUPTION IN THE CIVIL SERVICE: ILLICIT ENRICHMENT

The Attorney-General of Colombia is visiting the United Kongdom this week and he has shown great interest in the anti-corruption measures in place in the UK and in Hong Kong. We have given him some background material on the ICAC and a copy of the ICAC Ordinance. One of his particular interests, however, is the rooting out of corruption by empowering anti-corruption investigators to examine the assets and lifestyles of government employees (and others?) in order to investigate those who seem to be suspiciously wealthy. wanted to know whether the ICAC had such powers, and if so, whether they had proven effective.
