TERMS OF REFERENCE FOR THE EXPERT ON SAFETY OF NAVIGATION

To consider and recommend, as appropriate, on all matters related to preventing or combating acts of piracy and armed robbery against ships by the use of appropriate navigational techniques, including but not limited to:

Examining the existing routeing and reporting measures in the Strait of Malacca and advising whether any changes are necessary

Examining whether additional routeing measures are necessary in other

areas to:

route ships away from areas where attacks are known to be most frequent; and

route ships into safer areas bearing in mind the danger of collision or grounding when a ship under attack has to steam with the bridge unattended for considerable periods

Considering whether any defensive manoeuvres should be recommended for ships in imminent danger of attack

Considering the need for developing response plans for ships under attack

Recommending emergency anchorage areas.
