The experts should recommend safety precautions appropriate for:

crews;

shipowners and operators;

flag, coastal and port States (individually or collectively on a regional basis),

as well as any action necessary to implement such recommendations.

In doing so, the experts should:

consider the preparation of response plans by shore authorities on receipt of advice of a pirate attack and by ship crews under attack

consider the possible application of the security measures incorporated in MSC/Circ.443 Measures to prevent unlawful acts against passengers and crews on board ships

consider how the problem of piracy and armed robbery against ships could be addressed by:

co-operation between the industry and local authorities;

improved training of and advice to shipmasters and crews; and

co-operation between shipowners/operators, crew and law enforcement agents

advise on any further related issues.
