Hong Kong's response

Hong Kong reports and circulates all acts of piracy and armed robbery in
accordance with MRC Circular 597.

In incidents reportedly involving official vessels where Hong Kong vessels or crew are involved, Hong Kong takes up the cases with the flag state of the official vessels concerned. The flag states of other vessels affected may wish to do similarly.
Conclusion

We would be interested in views from the Committee on the situation and how it
can be remedied.
9.
The Committee may wish to consider whether urging all shipping not to carry or to try to use firearms in self defence would help to reduce the risk of tragic
consequences.
10. It is in our view important that all acts of piracy and armed robbery should be reported by flag states or shipowners and circulated in accordance with Maritime Safety Committee Circular 597.
