1. We have been looking at how we register Hong Kong bilateral agreements with the United Nations. The procedure runs as follows: we receive three copies of the gazetted agreement from Hong Kong, pass one of them to Nationality Treaty and Claims Department for certification, and then send all three to UKMis New York to pass to the Treaty Section of the U.N. This has been standard practice for the separated and new-partner Air Service Agreements, but we have checked our files and as far as we know this procedure has not been followed for other bilateral agreements (apart from the Drug Trafficking Agreements with Canada, the USA, Australia and Malaysia, and their notes of extension).
2. The only other agreements which have come into force apart from the ASAS and DTAs are, as far as I know, the Netherlands IPPA and the Netherlands Surrender of Fugitive Offenders Agreement. However there are more agreements in the pipeline, in particular the Canadian, Australian and Swedish IPPAS and the Canadian SFO Agreement, all of which have been given the green light by the Chinese in the JLG.
If you agree that these ought to go through the same procedures, we would be grateful if you could arrange for three copies each of the two gazetted Netherlands agreements to be sent to us so that we can arrange registration. It would be useful if this step could somehow be built into the procedures for completing future agreements.
