Her Majesty's Principal Secretary of State for Foreign and Commonwealth Affairs presents his compliments to the Secretary-General of the United Nations and, with reference to the regulations to give effect to Article 102 of the Charter of the United Nations, has the honour to transmit herewith a certified copy and two uncertified copies of an Agreement on the Encouragement and Protection of Investments between the Government of Hong Kong and the Government of the Kingdom of the Netherlands which was signed at Hong Kong on 19 November 1992.

It is requested that the Secretary-General of the United Nations will cause this Agreement to be registered in accordance with the regulations and that he will the Secretary of State when this has been done.
The Secretary of State avails himself of this opportunity to express to the Secretary-General the assurance of his highest consideration.
