I attach a letter which I have sent in my capacity of Chairman of the International Commission of Jurists to Sir Robert McLaren, your counterpart in Beijing. I understand that he is the chief negotiator in the negotiations with the People's Republic of China which are due to resume today.
I should be most grateful if you would bring my views, which reflect those of the International Commission of Jurists, to the attention of the Right Hon D Hurd MP and the United Kingdom Government.
Human rights groups around the world are watching closely the I hope that the negotiations which are taking place in Hong Kong. British Government will do the right thing, which means that which conforms as closely as is now possible, with its obligations in international law to uphold the human rights of the people of Hong Kong at the moment of their decolonisation.
