I attach Hong Kong telnos 1272 and 1273 and the two draft consultation papers to which they refer. I would be grateful for any comments you may have on the draft papers.

This

An IRO sub-group consultation paper dealing with merchant shipping treaties was handed to the Chinese in February. suggested the continued application of the treaties whose provisions would be localised by the Bills proposed in the attached consultation papers. The Chinese have asked some detailed questions about the IRO paper, but they have not yet agreed to the new IROS. I am attaching the relevant 1992 and 1993 IRO sub-group files (which include detailed correspondence on the treaties) for your information.

In the circumstances I am not sure about the wording of para 6 of the Liner Conferences paper and para 7 of the Carriage of Goods by Sea paper. The last sentences of these paragraphs (taken in conjunction with the sentences about the IRO discussion papers) might be taken to mean that the localisation Bills should go ahead before the IROS are agreed a course which would make

I wonder whether it might be worth adding sentences to these paragraphs to the effect that the localisation papers are complementary to the February IRO paper.

4. As you can see Hong Kong are asking for our comments by 16 August. Grateful therefore for any comments by Friday 13 August.
