The 1992 Protocols do not appear to raise any problem. Convention on Oil Pollution Preparedness Response and Co-operation seems to imply that states party are ready to provide technical support and assistance to others, ie that they have this capability. They also need a national system for combating oil pollution. I wonder what the cost of these two provisions will be, and who will pay. Or do the DT's already have the capability and the plan?

I see no problems with the Salvage Convention.
