2. I would be grateful to know whether you have yet been able to prepare a first draft of the proposed instrument mentioned in paragraph 6 of the July Discussion Paper on the Transfer of Assets.

Although there remains no particular urgency, we are keen to ensure that the issue is not forgotten. The draft instrument would enable us to raise the matter with HKG again at some stage over the next few months.
