HKSAR Document of Identity (HKSAR DI)

At the

present,

HKDIS are valid for seven years to holders to travel to all countries and including China and Macau. They are issued to persons who cannot obtain national passports or travel documents of other countries or territories. These persons include:

(a) persons who are on unconditional stay but do not

have right of abode in Hong Kong; and

(b) temporary residents

in Hong Kong.

After 30 June 1997, former HKDI holders who have completed the 7-year residence requirement and have acquired right of abode in the HKSAR, will be eligible for either the HKSAR passport or the HKSAR CI. However, there will still be persons who are on unconditional stay but do not have right of abode in the HKSAR and persons who stay in the HKSAR on limitation of stay.

Both of these categories will need a HKSAR travel document similar to the HKDI, the HKSAR DI.

The British side proposes:

(a) Eligibility:

As from 1 July 1997, the following persons should be eligible for the HKSAR DI:

(i)

(ii)

Persons who are on unconditional stay in the HKSAR but do not have right of abode in the HKSAR, and who cannot obtain national passports or travel documents of any other state or region; and

Persons who are on limitation of stay in the HKSAR a.id who cannot obtain national passports or travel documents of any other state or region.

(b) Re-admission to the HKSAR:

HKSAR DIS held by persons listed in para. 3(a)(i) should bear an endorsement stating that the holder may return to the HKSAR without a visa and may land in the HKSAR unconditionally during the validity of the HKSAR DI.
