PROPOSAL

5.

The British side proposes:

(a) Eligibility:

As from 1 July 1997, the following persons should be eligible for the HKSAR CI:

(i)

(ii)

(iii)

Former HKCI holders who are not of Chinese nationality, who have right of abode in the HKSAR,

and who cannot obtain national passports or travel documents of any other state or region;

Former HKDI holders who are not of Chinese nationality, who have completed the 7-year residence requirement and have acquired right of abode in the HKSAR, and who cannot obtain national passports or travel documents of any other state or region;

and

Other stateless persons who have right of abode in the HKSAR and who cannot obtain national passports or travel documents of any other state or region.

(b) Re-admission to the HKSAR:

(c) Validity: Ten years.

No restriction at any time.

REMARKS

By virtue of agreements reached between the British and Chinese sides at JLG IV and JLG VI in July 1986 and March 1987,

the Hong Kong Government will issue HKCIs and HKDIS up to 30 June 1997 and these documents will remain valid beyond that date until their expiry dates. After 30 June 1997, some persons holding valid HKCIS or HKDIS who are eligible for the HKSAR CI may choose to get HKSAR CIS. In that case, they will have to surrender their HKCIs or HKDIs in exchange for HKSAR CIs.
