Passport and Travel Documents of the

Hong Kong Special Administrative Region

Section XIV of Annex I to the Joint Declaration

contains the following provisions on the issuing of the

passport and travel documents of the Hong Kong Special Administrative Region (HKSAR):

"The Central People's Government shall authorise the

HKSAR Government to issue, in accordance with the law,

passports of the HKSAR of the People's Republic of

China to all Chinese nationals who hold permanent

identity cards of the HKSAR, and travel documents of

the People's Republic of China to all

other persons lawfully residing in the HKSAR. The

above passports and documents shall be valid for all

states and regions and shall record the holder's right

to return to the HKSAR."

The British side considers that in the interests

of a smooth transition, it is important that the two sides

should conclude their discussions on the details regarding

the issue of the HKSAR passport and travel documents in

good time before the transition, So that the necessary

arrangements can be made in advance to enable the HKSAR
