It is essential that foreign investment be encouraged in Hong Kong to enhance the development of the economy by diversifying the range, and raising the levels, of technological knowledge and skills. Overseas business is unlikely to invest in high technology manufacturing here unless there is a sound intellectual property regime, including effective patent protection.
Educational benefits
7.27.
An effective system in which innovation flourishes because it is protected and rewarded and where there is a requirement for disclosure of a clear and complete description of the invention should improve standards of technical education. The establishment and maintenance of a technical information centre will also encourage technical education. The easy and rapid access to up-to-date technical information by the early publication of patent specifications is of particular interest to scientists and industrialists but also helps promote the general level of technological knowledge. It encourages further research and product development. The effective use of modern patent documentation and information retrieval systems, which can provide access not only to local patents, but millions of patents around the world, should provide considerable research stimulus to local educational institutions and design centres.
