Introduction to the report

The report is in three parts. Chapters 3 to 9 deal with patents; background, options and recommendations. Chapter 10 sets out the salient features of a proposed Hong Kong Patents Bill. In chapters 11 to 13 the merits and disadvantages of a petty patent system for Hong Kong are considered and recommendations are made. The remaining chapters deal with matters such as the international framework and technical information centres. Annexure 1 contains an outline of the proposed Patents Bill. A glossary explaining the terminology we use in the report appears at Annexure 2.
