will be very difficult to get the Chinese to agree to nominate Hong Kong as a receiving office after 1997. this does prove the case, would the establishment in Hong Kong of a branch office (para.9 of Ms Barrett's minute refers) be an acceptable alternative? If not we would be grateful if you could explain what the practical disadvantages would be.
