PRINCIPLES FOR CONSULTATION

It ia appropriate that this proposal he тра cubicct of consultation with the chinese wide since the proposed legislation is designed to implement international obligations which apply to Hong Kong and which wild continue to apply to the Hong Kong Special Administrative Region after 1997.

Thic proposed Tegislation will confer on an authority in Hong Kong powers formerly held by an authority in the United Kingdom in that the Governor will be empowered, without the approval of the Secretary of state, to raise the Lower limit for the compensation payable before compensation can be awarded for damage to the means of transport see para. 5(a) above. The Governor would of course consult the Secretary of state to ensure that his direction did not breach the United Kingdom's international obligations in this respect.
