We have considered more drastic proposals such as withdrawing our declaration of extension to Hong Kong and Montserrat and simultaneously replacing it with a fresh declaration expressly stated to be subject to the reservation and declaration. We hope that our preferred proposal is less cumbersome and will meet with your approval.
