In the case of issue 5, the prohibition on the dumping of industrial waste at sea, we would like to know whether Hong Kong would require the definition of industrial waste to exclude rubble and construction debris. This is not a problem for the UK but may be crucial for Hong Kong if no land based alternative disposal routes were available.
6. Similarly, Japan wishes to keep open the option of incineration of municipal wastes at sea because the government intend to build incineration plants offshore to overcome the shortage of land available for either land-fill sites or conventional incineration facilities. Would Hong Kong need to keep this option open for similar reasons?
7. As the Consultative Meeting is to be held in early November, I would be grateful for a response by the end of October so that we can assess our position before the
Meeting.
