NEGOTIATION OF UK/FUTURE HONG KONG SPECIAL ADMINISTRATIVE REGION AGREEMENTS: PRELIMINARY MEETINGS
I attach copies of letters sent to the UK officials who will be involved in the negotiation of Mutual Legal Assistance (MLA), Surrender of Fugitive Offenders (SOFO) and Reciprocal Enforcement of Judgements (REJ) agreements with the future HKSAR. I am sorry that I have not been able to arrange all the meetings on your preferred days it is amazing how far in advance diaries seem to become booked up, with one of the key people disappearing to Mauritius for the whole week from 15 November! I summarise below the schedule I have arranged. I hope it meets with your approval.

NB. I contacted Mr Beaton at the suggestion of Mr Watherston, who felt that the Scottish Courts Administration should be consulted given the distinctive nature of the Scottish legal system. They do indeed wish to be involved in the negotiations, and Mr Beaton (possibly accompanied by a colleague) will therefore be attending the preliminary meeting. I have copied the draft treaty to him.
