Further to our telephone conversation today, I am writing to confirm that a preliminary meeting to discuss the negotiation of the above-mentioned agreement will be held on Friday 12 November 1993 from 10.30 12.30am in Room K211 of the Foreign and Commonwealth office. The talks with officials of the Hong Kong Government will be held in mid-December and will be led by Mr David Edwards of their International Law Department. The dates of these have not yet been finalised.
