Thank you for your draft record of the meeting. unclear whether you have already sent it to Mr Watherston, LCD, as your letter to him of 19 November appears to indicate. If not, I think you should also ask for Mr Beaton's comments.

The opening two paragraphs of your draft record are good. Thereafter however, it ceases to be a proper record of the meeting and becomes an action checklist. While it is helpful to have such a checklist, it does confuse what needs to be done by way of preparation before the negotiations with Hong Kong and what needs to be raised with the Hong Kong delegation at the negotiations. I would be most grateful if in future meetings you would be kind enough to keep a full record of the meeting ie who said what and what was agreed on each point raised. Underneath each point, I suggest you have a separate subheading on what needs to be done by way of preparation and below that a second sub-heading setting out the points to be raised at the negotiations. It is important to have a full note of the kind I have described so that we can be sure to have a complete picture of what we need to raise with Hong Kong.

I attach a copy of your draft record with my amendments. It does not correspond to a record of the kind described above but to change your draft into such a document would entail its complete rewriting. Perhaps we could discuss the amendments I have suggested at our meeting later this afternoon.
