Timing of the Establishment of the CFA

The Administration will adhere to its plan to establish the CFA in 1993. But the outcome of the consultations with the legal profession and the Legislative Council and the Chinese side could well be a delay in the establishment of the CFA until closer to 1997.

It is not proposed to launch any further publicity on the CFA at this stage. But the Government will use the opportunity of the motion debate on 4 December to state clearly its case for adhering to the JLG agreement on the early establishment of the CFA, as set out in paragraph 17 above.
